Michelle Jackson : How many times can a person be held for drunk driving before his driving license is suspended and he is charged high for DUI insurance?

Capt. Matt Langer said the man’s blood alcohol concentration was about 0.16 percent, double the legal limit of 0.08 percent.
The man’s car was seized and he was taken to the Washington County Jail. He was denied bail and is due in court Monday, according to officials.
Langer said the driver has 17 previous DWI convictions. The last one was nine years ago.
How in the world did this man have a license? Driving is a privledge – not a right. This is crazy that he’d still have a license even if his last offense was 9 years ago. My math skills didn’t get me into MIT but it looks like he averaged 1.8 drunk driving charges for each of the years that he was of legal driving age(16-46) for his first 17 offenses. The average would actually be higher because I’m sure that he didn’t have a valid license for 30 concurrent years. Why isn’t there something in place that would prevent this man (and others with similar DD issues) from obtaining a license?

Even if you consider the recent statistics gathered by the NHTSA National Center for Statistic and Analysis than the data for the past ten years bespeaks of the fact that BAC levels of 0.08 or higher have been found in cases of motor vehicle accidents and fatal losses.
What is more disturbing is the fact that the incident of alcohol impaired driving at these BAC levels have lead to fatal accidents in children. Below are some statistical data from the NHTSA.
Children
In 2008, a total of 1,347 children age 14 and younger were killed in motor vehicle traffic crashes. Of those 1,347 fatalities, 216 (16%) occurred in alcohol-impaired-driving crashes. Out of those 216 deaths, 99 (46%) were occupants of a vehicle with a driver who had a BAC level of .08 or higher. Another 34 children age 14 and younger who were killed in traffic crashes in 2008 were pedestrians or pedal cyclists who were struck by drivers with a BAC of .08 or higher.
The national rate of alcohol-impaired-driving fatalities in motor vehicle crashes in 2008 was 0.40 per 100 million vehicle miles of travel.
